Holding Russia Liable for Invading Ukraine – Can It Be Done?

In a conversation moderated by FPI Senior Fellow Daniel Magraw, Brian Egan and Professor Chiara Giorgetti discussed establishing a reparations regime with funding to hold Russia financially liable for its invasion of Ukraine – including the feasibility of assets seizure and a claims mechanism. Giorgetti is part of a process initiated by the Ukrainian government to consider how to hold Russia liable. Egan formerly worked with claims and liability issues as the Legal Adviser of the U.S. Department of State and an official at the Treasury Department.
